Good question.
Im a star it.

That would be so much easier but armpit hair etc is different to head hair its more coarse and annoying.

Its easier to shave but waxing is better for long term. 
Shaving comes back in 2-3 days with waxing a couple of weeks.

I would suggest shampooing the hair first before dying and seeing if shampoo has an affect on it. 
Try dye if nothing happens.

Im not sure if it will work just give it ago. :)
